Preterists are divided on the issue of whether the new heaven and earth (NHNE) is "something" in which ALL of humanity is:
1) Governed by 2) Under the system of 3) New order
...or something similar to an umbrella encompassing all of humanity.
I believe the NHNH is equivalent to the NJ. I believe that having the NHNE as an all-encompassing system/God government leads to universalism.
I believe the following passage clearly teaches that the characteristics of salvation are clearly taught for BOTH the NHNE and the NJ:
Here is a description of the NHNE:
Isaiah 65:17 - For, behold, I create new heavens and a new earth: and the former shall not be remembered, nor come into mind.
Here is a description of the New Jerusalem (NJ):
Revelation 21:2-4 - And I John saw the holy city, new Jerusalem, coming down from God out of heaven, prepared as a bride adorned for her husband. 3 And I heard a great voice out of heaven saying, Behold, the tabernacle of God is with men, and he will dwell with them, and they shall be his people, and God himself shall be with them, and be their God. 4 And God shall wipe away all tears from their eyes; and there shall be no more death, neither sorrow, nor crying, neither shall there be any more pain: for the former things are passed away.
And if not, then the former things must express two different entities...I would need to know where those two different entities would be found in Scripture.
